57 ford spare tire hold down?

I pulled a wooden piece out of the truck of my 57 retractable that you can tell had a tire sitting on it for a long time and it looks like it was part of a hold down. in good shape. there's still some fabric attached to one side of it. I assume this is factory but I don't know. photos coming soon.
