front tire to inner fender distance

Anyone know what's the distance on a stock height vehicle from top of stock size tire to underside of inner fender ?

The top of the tire doesn't really line up with the bottom of the inner fender. Measuring straight up to the bottom of the fender mine is exactly 12 inches, thats with a 28 inch tall tire.
