Black Valve Covers

I am attempting to return the look of my engine compartment to something closer to original. It has a 312 and I have purchased new black valve covers and the Thunderbird decals. The new covers are black with a dull finish. I am wondering if that is a primer and maybe I should coat them with a shiny black paint.

If they're the ones I've seen on Ebay I believe their powder coated with a semi gloss black which is a lot more durable than paint.

Thank you and yes that is what they are. I will leave them as they are.
