Title: End of shifter tube under steering wheel

I was disassembling my steering column in preparation for restoration and found that the top hat looking part that secures the top of the shifter tube to the cup under the steering wheel had broken away.  The part I am talking about is shown below. Is the shaft part of this supposed to be fixed to the top hat and not have any rotation or is there a bearing inside this part?

The shift tube just slips over that part.

Thanks, I will weld it back in a little more secure then it was.
