wagon filler

I finally got around to filling the gas tank on the wagon I bought last fall and when I got to full it dumped gas all over. I looked under there as best an old man can and, it looks like the filler pipe is just stuck in the side of the tank. It is a new tank and I can't remember but shouldn't there be a short rubber connector hose? Unless it has an o-ring seal.  I looked through my assembly manual and shop manual and can't find the answer.

Thanks. This is my third wagon and don't know that I ever knew, but just assumed it was a connector hose. Guess I need to pull the filler and see whats wrong.
