That was in fact a dealer installed item.  The mirrors and antennas were in the trunk and the dealer did the install.  The electrical portion of the repair manuals has the template and locating info for the trunk mount.

My Edsel books have templates for dual rear fender mounted antennas.  Those antennas are VERY expensive (NOS only, popped not available) because the base has a slant to keep them pointed straight up while the Ford antennas are flat on the base.

This kids father was a boat builder, so he constructed this motorized unit instead of a go kart for his son.
