Title: What is this hole in toe board for?

Just about ready to paint and realized I do not know what the square hole in toe board about under brake pedal is for.  The hole is shown in picture below, note the picture was taken with car upside down.  What would this have been for, is it supposed to be there, is it supposed to be plugged?

In case you wonder. it holds a stud. much like a cage nut. but its a stud with a squarish head and a cap that holds it in the square hole like a cage nut. That way you can fasten the clamp for the parking brake cable ( like Gary said) from below without having to hold the bolt with a wrench inside.
