I have this same problem as well.  I will give you all the info I have on the subject.  Let me know if it works.  Unfortunately, I do not have alot of time to work on my 57 so It is difficult to progress quickly.  I have a game plan for the next time I work on it though (2 weeks from now).

First make sure you have the right coil.

Subject: ballast resistor question

FYI, I am a novice and trying to run a 312 v8 57 ford fairlane 500

I recently installed the Pertronix electronic ignition with an updated pertronix coil and removed the ballast resistor per new-coil recommendations.  I am not sure if I need to keep the ballast resistor in place.  Actually, I am not having as much success with the new ignition update as I thought I would (no strong spark when testing the wires with a screwdriver against a ground).  I have read many posts that give different wiring scenarios but I'm still lost.   Any tips would help.

This is the coil I have as well.

Does it require the ballast resistor?
I've read many replies to other posts saying yes and no.  Should I just try it both ways and go with what works?  (sounds like a bad idea though)

Lastly this was his response.

Johhny,
With a 1.5 ohm coil, the resistors need to be removed or bypassed. Too much resistance will cause a weak spark or the engine may run poor.
Please see attachments for test procedures.
Your vehicle may have the factory resistance wire in the wiring harness which can cause the Ignitor to be erratic and cause surging, backfire, poor idle and other similar symptoms. Pay close attention when doing the voltage test and make sure voltage is approx. 11.5 volts with the (-) coil terminal grounded.

Oh yeah, something I did wrong when I gutted the Points was I did not remember to put the ground wire back on the distributor.  It should connect from the Ignitor to the distributor case.  Common error, I've read, but may be the reason for no spark.
Here is a good set of instructions on the whole set-up including a pic of the ground wire.
