Gauge Voltage Regulator

Neither my gas gauge or temp gauge function.  In checking the small gauge voltage regulator mounted on the back of the dash, I have 12 volts (ignition switch is ON)  on the hot side of the regulator but when I touch my test light to the gauge side of the regulator my test light flashes. 

Does this indicate a bad gauge voltage regulator?  Thanks.
