Tailgate latches not engaging

On my country sedan wagon, the catches aren't engaging for some reason.  The lift gate latches work correctly and right now that is the only thing holding the tailgate closed.  Any idea what could be wrong with the catches?  All of the hardware seems to be there and installed correctly.  Anyone have any ideas?

look at the tail gate latches to make sure they are working[from inside the tail gate].the other thing to check it to make sure the actuater rods are turning far enough to engage[lock] the latches

Turns out one spring was out of place...for some reason it was on the other side of the lever, so it actually didn't look out of place and I didn't notice it at first.  Both my striker plates are still broken so it's still not great.  I'm trying to find ones to replace them, but at least it will latch reasonably well in the meantime.  thanks!
