Wiper pulley tension

My pulleys finally rotate freely and the tutorial says to use nails to keep tension. But mine are locked from the factory by the little tabs. Do I need to change any of that or should I leave them alone?

Once the pulleys are installed, the nails are removed.

I understand the thing with the nails. But I never put any nails in as there was no way to do that. Short of popping them out of the little springs to make them rotate. I assume they were set at the factory so I didn't want to mess with them.
