Cleaning Speedometer Background?

I've got my dash apart for paint and cleaning. Everything looks great but the dull silver painted speedometer background has some discoloration from age.  I tried Simple Green, mineral spirits and even lacquer thinner, but the stains won't some out. I don't want to get too aggressive and repainting the lines looks like too much work.  Any ideas?

I'm surprised the lac thinner didn't ruin it. If it was me I'd just get another one. Wildhog says he has a
couple laying around.

I worked on it some more with the Simple Green and it's usable.  It looks a lot better with the bezel over it as you don't notice the difference where it's discolored.  Thanks!
