Question about grill installation and a grill bracket

When I acquired my Ranchero it was in pieces, and consequently, I have no first hand knowledge about many of the parts and where they belong etc.
I'm in the process of test fitting the front end sheet metal, fenders, inner fenders,splash pan, grill etc. It's going well, but I've run up on a question regarding the installation of the grill.
The grill installation is rather straight forward until I come to a hole in the splash pan, and a corresponding hole in the bottom of the grill.They line up, but are 2 inches apart, front to back. I found the bracket in the photo below.....Is that bracket the correct part to secure the grill to the splash pan? If it is the correct part,where does the end with the stud go?
I'm thinking about welding up the hole that you see in the splash pan and drilling a new hole where the grill meets the splash pan.
Can someone please set me straight on the part, and bolting the grill to the splash pan, as shown in the photos. What am I not seeing?
The photos are taken looking down on the backside of the grill and splash pan on the passenger side.

John...My Fairlane is without motor. I can crawl into the engine compartment and shoot pics of the grill for you where everything mounts and what parts go where if you like. Say the word and I'll get you set up.

You have the bracket in the correct position with the stud in the splash pan hole, On my car the end of the bracket with the square hole has a short carriage bolt that goes up through the grill with the threads facing up. My grill has about 3/8 of an inch gap between the grill and the splash pan in that area.

Hugh.........Thanks for the offer regarding the photos, but I believe my question has been answered by "57chero".

"57chero", thanks for the reply.I thought that was how it should go together, but it just didn't look right to me. In the bag with brackets were the carriage bolts you described, so I'll so I'll put it together as you described.

I'm sure you know about the center bracket, I found this picture when I was building mine so I thought I would post it.
