Power Steering leaking

All,
My power steering is leaking at the base of the reservoir. Took it apart and ordered a rebuilt kit with the 2 rubber washers that sit in the pump housing. A couple of questions:
1) Is it ok to put some Rtv black sealant on that interface with the pump and reservoir?
2) There is a 2 hole flat part, 3B356, that sits at the very bottom. Do the tabs go up or down? And I?m assuming in the the non large bolt hole as the bolt will not go through it. When I took it off, the tabs were up and on the non bolt side.
3) Torque setting for the large 1? bolt?

RTV wasn't used until the 1970's so it shouldn't be needed.
It's been decades since I had a p/s pump apart so I can't help but, someone on here should know.

Not sure how this got buried with no responses/answers. Like you saidRon, I'm sure someone here knows, although admittedly not too manyI think are restoring the oem systems.
