Are you talking about the piece that goes on top of the tailgate under the stainless trim piece.

Yes It is the outer cover like in the photo. This tailgate is one of the last things I have to work on . The photo shows the sheet metal I need  this not my tailgate just photo

May have have to settle for sheet metal.  Sounds like a hard part to find

I've seen these ribbed panels on E-bay in the past. Search for "1957 Ford Ranchero Tailgate Parts". Also search "1957 Ford Ranchero Parts"
