I believe there are old French (as in European) 1970s plates on the 58. there is an art deco 'Metro' (city railways) sign to the back which would lead us to believe this is in Paris. There was a French company that specialized in making 'movie camera' cars, and the cut up Citroen DS in the back is further hint. I can also spot a Peugeot 404 to the left and a 203 parked to the right. I don't really know about what is going on in that pic though.
