If you definitely plan to use the small block 289, it will pull the car along just as good as the original Y block.  That being said, if it was mine I would just find a running FE engine now and many of your issues go away.

Even a Ford truck 360 FE would be cheap and easyyyyyyyyyy.

Yep, a 360 I bought fresh pull runner driven up from TX to MN and just pulled cost me $200, though that was 10 years ago. 360 is just a 390 with different crank and rods also.
