routing brakelines and bleeder screws on back drum brakes...?

Hey, I might just mess with it until I figure this out, but I thought posting here would save me some time!

So, my question is, on the rear drum brake backing plates, is the brake-bleeder screw installed in the top or the bottom hole?
I am routing my brakelines and basically trying to get my car "stoppable", and I have ran into this problem.

As it sits right, IMHO, it seems more logical for the bleeder screw to be installed in the angled hole, but perhaps I am off-base here.

Any help would be greatly appreciated, THANKS BUNCHES!
