Last Step - the horn ring

Horn Ring - can someone please tell me where the horn wire connects to the horn ring?  Does the wire come through the hole in the steering wheel or what?  The horn blows fine whenever I ground the end of the horn wire.

Bill there should be a contact with a spring behind it and it pokes up through the hole in the wheel hub.
